Input Output (IO) & Ensurable Systems

Three platform upgrades: (1) CIP-159 Account Address Enhancement — enables micro-fee collection (lifts minUTxOValue restriction), L2 reserves, fixed-supply token minting, Phase 1 targeting Dijkstra era; (2) CPS-23 Multi-Asset Treasury CIP — design work enabling Cardano Treasury to hold stablecoins and native assets alongside ADA; (3) Babel Fees — users pay transaction fees in any native asset (USDC, bridged BTC) via Nested Transactions (CIP-118), with Lace Wallet integration, MVP Feb 2027.
