**Cardano governance is in trouble its voters can already feel:** experienced contributors are burning out, voting power keeps concentrating, and participation is not widening to new cultures and language groups. No funded coalition is currently responsible for designing, testing, and validating governance interventions in a way DRep voters can actually evaluate. The proposal funds a **coalition of facilitators** to run two 6-month RFP-driven governance experimentation cycles inside a single 15-month window: - **WP1 -- Coalition Operations:** the always-on Coordination + Advisory layer, with a fiscal-minimalist seat reserved on the advisor consortium. - **WP2 / WP3 -- Funding Cycles 1 and 2:** RFP rounds producing PoCs, MVPs, pilot mechanisms and publicly-reviewable evidence. Scope is deliberately narrow: **governance experiments, processes, tools and frameworks** that grow meaningful participation. **What Cardano gets:** a transparent, time-boxed RFP mechanism judged on proof of evidence -- prototypes shipped, voting-power concentration tracked, and learnings the next governance cycle can build on.

How this score works

Each criterion is worth between 1 and 4 points. The score is the points earned out of the points on criteria that have been answered — shown as a percentage. Green is 75% or higher, Amber is 50–74%, and Red is below 50%.
