A High-Performance Partner Chain Factory using Ouroboros Tachýs

Building a partner chain on Cardano today requires independently solving every problem that the first team solved — years of work and millions in investment. Builders on Ethereum, Polkadot and Cosmos do not face this. Those ecosystems have already built the shared infrastructure layer. This project builds it for Cardano. We propose to build a partner chain factory for Cardano — a complete, reusable toolkit that allows new high-performance partner chains to be deployed in hours rather than months, including the ability to start new chains directly in the current Cardano era, customised to meet specific application requirements, and immediately connected to Cardano mainnet via production-grade bridging infrastructure. The toolkit will be open-source, maintained within the Intersect-governed Cardano codebase, and available to any builder in the ecosystem without restriction or licence fee. Partner chains built on this infrastructure create more demand for Cardano mainnet — not less. They require ADA for stake, use Cardano as their settlement layer, and generate bridging fees. The treasury is not being asked to fund a product that benefits its builders. It is being asked to fund public infrastructure that makes ADA more valuable and the treasury itself more sustainable. The technical foundation is Ouroboros Tachýs — a high-performance Ouroboros variant delivering 1–2 second confirmation and \~40x mainnet throughput, while retaining Ouroboros security properties. This is not speculative research. The core ideas have been validated through the Vector chain — launched in late 2025 as the first Cardano-derived partner chain in production. The team built the Cardano node, implemented Ouroboros, and delivered every hard fork from Byron through Plomin. This is focused infrastructure investment — exactly the kind the treasury exists to fund.
Scorecard
How this score works
Each criterion is worth between 1 and 4 points. The score is the points earned out of the points on criteria that have been answered — shown as a percentage. Green is 75% or higher, Amber is 50–74%, and Red is below 50%.
Some criteria are checked automatically against the proposal data (open source, doxxed team, treasury return clauses, etc.). Others are human-judgment calls — value for money, public good, whether the deliverables are realistic. Those stay blank until a DRep ticks them.
Criteria can also be marked Not applicablewhen they don't fit the proposal — for example, "open source" doesn't apply to a DAO governance proposal with no software output. Those are excluded from the score entirely, neither helping nor hurting.
Green requires 80% coverage. If less than 80% of the applicable criteria (by points) have been answered, the verdict stays at Amber — "pending review" — even when every answered criterion passes. This proposal's coverage is currently 68% (13 of 19 applicable criteria answered). The auto-calculated band would have been Green, but coverage is below the threshold so the verdict is shown as Amber to flag that judgment criteria are still pending.
