Cardano DeFi has stronger rails than in prior cycles, but demand-side usage has not kept pace. Stablecoin access, analytics, oracle integrations, liquidity initiatives, wallets and native applications are improving. What remains under-owned is the execution layer that turns those rails into applications, interfaces, capital routes, workflows and transaction activity. This proposal funds Magenta to run a 12-month DeFi/OpenFi app-layer and US demand activation program. It is not broad US expansion or generic BD. It focuses on selected opportunities that can move toward Cardano usage: dApps, fintech products, treasury tools, interfaces, funds, allocators, VCs, accelerator networks, institutional channels and distribution partners. Magenta will source and qualify serious opportunities and actively advance them toward execution by coordinating relevant actors, including implementation partners, and supporting real deployment, integration, pilot or capital-route activation. This proposal complements direct builder funding. Builder funding supports teams ready to build or expand. This program identifies serious opportunities, defines requirements and helps suitable opportunities reach the point where builder funding, liquidity support, venture capital or ecosystem resources can be applied more effectively. The intended result is demand-side progress: integrations, pilots, capital routes, US-linked funds and distribution actors, composable financial workflows and usage signals on Cardano. The core targets are deployment-oriented with 10+ opportunities in deployment, integration or activations.

How this score works
Each criterion is worth between 1 and 4 points. The score is the points earned out of the points on criteria that have been answered — shown as a percentage. Green is 75% or higher, Amber is 50–74%, and Red is below 50%.
Some criteria are checked automatically against the proposal data (open source, doxxed team, treasury return clauses, etc.). Others are human-judgment calls — value for money, public good, whether the deliverables are realistic. Those stay blank until a DRep ticks them.
Criteria can also be marked Not applicablewhen they don't fit the proposal — for example, "open source" doesn't apply to a DAO governance proposal with no software output. Those are excluded from the score entirely, neither helping nor hurting.
Green requires 80% coverage. If less than 80% of the applicable criteria (by points) have been answered, the verdict stays at Amber — "pending review" — even when every answered criterion passes. This proposal's coverage is currently 68% (13 of 19 applicable criteria answered).
