Cardano’s Vision 2030 defines success as measurable economic participation, institutional adoption, and sustained operational activity occurring on-chain. While Cardano has strong technical foundations, a major constraint to large-scale real-world asset adoption remains the absence of operational infrastructure capable of supporting regulated financial participation at institutional scale. Libertum addresses this by bringing production-grade institutional financial infrastructure to Cardano. Unlike speculative infrastructure proposals, Libertum already operates live infrastructure, has tokenised over $115M in assets, and supports regulated issuance, onboarding, lifecycle management, compliance workflows, and operational participation across multiple jurisdictions and industries. Treasury funding accelerates Cardano-native deployment and scaling of this existing infrastructure rather than funding early-stage experimentation. A major component of the proposal is the operationalisation of CIP-113 programmable compliance infrastructure to support regulated participation, permissions management, and institution-grade operational controls directly on Cardano. Libertum is already actively developing and integrating CIP-113 functionality within the platform. The proposal focuses on generating measurable Cardano-native economic activity through: - regulated asset issuance - recurring lifecycle and settlement transactions - institutional onboarding - marketplace participation - operational governance workflows - shared participation and liquidity infrastructure A core differentiator is the creation of reusable shared participation infrastructure designed to reduce ecosystem fragmentation and support long-term operational continuity for Cardano-native real-world assets. Success will be measured through Cardano-native TVL growth, recurring transaction activity, issuer onboarding, institutional participation, and sustained production usage of regulated infrastructure.

How this score works
Each criterion is worth between 1 and 4 points. The score is the points earned out of the points on criteria that have been answered — shown as a percentage. Green is 75% or higher, Amber is 50–74%, and Red is below 50%.
Some criteria are checked automatically against the proposal data (open source, doxxed team, treasury return clauses, etc.). Others are human-judgment calls — value for money, public good, whether the deliverables are realistic. Those stay blank until a DRep ticks them.
Criteria can also be marked Not applicablewhen they don't fit the proposal — for example, "open source" doesn't apply to a DAO governance proposal with no software output. Those are excluded from the score entirely, neither helping nor hurting.
Green requires 80% coverage. If less than 80% of the applicable criteria (by points) have been answered, the verdict stays at Amber — "pending review" — even when every answered criterion passes. This proposal's coverage is currently 68% (13 of 19 applicable criteria answered).
