Wada and Prisma have been close collaborators for years, delivering programmes that facilitate the formation of teams working on local systems-change. These teams are leveraging Cardano for verifiable measurements of real-world impact to grow economies of participatory action, aligned around genuine **ecosystem health indicators**. Cardano Africa Tech Summit proved this partnership can scale. Now we're launching into the next stage of this journey. With funding from the treasury, we're going to implement a **publishing protocol** to aggregate these value signals from the ground up, creating a single financial instrument that represents the value of the network as a whole. Why? To engage institutional-scale sources of capital in funding community-informed venture development. This funding would enable us to demonstrate liquidity across the full-stack, from hub-network gateway to on-the-ground teams and back up. The scope of this proposal is to generate the first contract redemptions: revenue released to initial funders, from surplus value created at network edges. We're doing this with **Revenue Participation Certificates**, an existing contract instrument legible to traditional legal systems. Revenue-based Finance is a rapidly growing *alternative asset class*, creating a win-win between investors and entrepreneurs, and reconciling the conventional debt-equity polarity. However, this has not yet been implemented at the network-level, meaning this is a significant innovation opportunity, and one that we expect to continue to unfold for several years of development. We are aiming to radically shift the relationship between capital and community-led innovation, enabling context-specific values-system development, and the much needed redistribution of resources toward life-centric economies. We're following the purpose of developing community resilience, and creating an alternative asset class in the process.

How this score works
Each criterion is worth between 1 and 4 points. The score is the points earned out of the points on criteria that have been answered — shown as a percentage. Green is 75% or higher, Amber is 50–74%, and Red is below 50%.
Some criteria are checked automatically against the proposal data (open source, doxxed team, treasury return clauses, etc.). Others are human-judgment calls — value for money, public good, whether the deliverables are realistic. Those stay blank until a DRep ticks them.
Criteria can also be marked Not applicablewhen they don't fit the proposal — for example, "open source" doesn't apply to a DAO governance proposal with no software output. Those are excluded from the score entirely, neither helping nor hurting.
Green requires 80% coverage. If less than 80% of the applicable criteria (by points) have been answered, the verdict stays at Amber — "pending review" — even when every answered criterion passes. This proposal's coverage is currently 68% (13 of 19 applicable criteria answered).
