This proposal requests 2,335,400 ADA (plus a 583,850 ADA contingency reserve) to fund a 9-month Pilot Program to build and validate a functional open-source public projects traceability platform in a real government environment. The Secretariat of Modernization of the Province of Entre Ríos, Argentina, which has issued a formal letter of intent, will serve as the institutional partner, providing active workflows and institutional readiness for the pilot. Government officials responsible for executing public projects operate across disconnected systems for planning, procurement, and payments. This fragmentation means no single authority has a complete view of a project’s lifecycle, creating delays, coordination failures, and limited accountability. The problem is not a lack of technology or regulation, but the absence of an operational architecture that connects public decisions to their execution. GOV.EXE is Public Decision Architecture implemented as a digital execution platform. It provides a standardized operational model to structure, execute, and verify public decisions across their full lifecycle. Each initiative follows a five-stage execution pattern -Mandate, Planning, Procurement, Payment, and Closure- designed as a baseline model for public project delivery. GOV.EXE does not replace existing government systems; it connects them into a coherent execution chain. Cardano anchors each state transition as a verifiable event on-chain, ensuring integrity, sequencing, and auditability without relying on any single institutional authority. A validated government deployment is the most credible signal Cardano can produce for institutional adoption. This pilot establishes that signal: a real jurisdiction, operating on real workflows, with execution integrity verified on-chain. This creates a credible pathway for expansion into higher-revenue domains such as public funding traceability, cross-jurisdictional interoperability, and institutional accountability.

How this score works
Each criterion is worth between 1 and 4 points. The score is the points earned out of the points on criteria that have been answered — shown as a percentage. Green is 75% or higher, Amber is 50–74%, and Red is below 50%.
Some criteria are checked automatically against the proposal data (open source, doxxed team, treasury return clauses, etc.). Others are human-judgment calls — value for money, public good, whether the deliverables are realistic. Those stay blank until a DRep ticks them.
Criteria can also be marked Not applicablewhen they don't fit the proposal — for example, "open source" doesn't apply to a DAO governance proposal with no software output. Those are excluded from the score entirely, neither helping nor hurting.
Green requires 80% coverage. If less than 80% of the applicable criteria (by points) have been answered, the verdict stays at Amber — "pending review" — even when every answered criterion passes. This proposal's coverage is currently 68% (13 of 19 applicable criteria answered). The auto-calculated band would have been Green, but coverage is below the threshold so the verdict is shown as Amber to flag that judgment criteria are still pending.
