Cardano's on-chain governance under CIP-1694 depends on informed participation from Ada holders, DReps, SPOs, and the Constitutional Committee. Without structured education from people who understand the constitution and governance mechanics, the ecosystem risks low participation, concentration of voting power uninformed voting, and governance capture. The Cardano Civics Committee proposes a focused governance education program built on three pillars: 1. Governance education infrastructure. A public Governance Workshop Portal with curated curriculum (leveraging existing ecosystem resources), 12 monthly online sessions, and on-chain impact tracking, all designed to outlast the 12-month funding period. 2. Community workshop grant program (up to 10 workshops). A transparent, criteria-based grant program enabling qualified community members to host workshops. Applications are reviewed against published criteria and funded per workshop, with 50% held back until verified outcomes are delivered. 3. Expert-led flagship workshops (6 in-person across 5 continents). Hosted directly by civics committee members at named events where Cardano already has a presence. Distribution: 2 each in Europe, Africa, Asia, and Americas (1 North + 1 South), plus 1 in Oceania. The civics committee's role is to enable, not to monopolize. Over 73% of the budget goes to community enablement and lasting infrastructure. Flagship workshop costs are minimized by piggybacking on existing events where possible. Unused grant funds will be returned to the treasury. The Governance education infrastructure will enable everyone to host a Cardano governance workshop using our free materials. Total ask: 425,000 ADA (\~$106,250 @ $0.25/ADA).

How this score works

Each criterion is worth between 1 and 4 points. The score is the points earned out of the points on criteria that have been answered — shown as a percentage. Green is 75% or higher, Amber is 50–74%, and Red is below 50%.

Some criteria are checked automatically against the proposal data (open source, doxxed team, treasury return clauses, etc.). Others are human-judgment calls — value for money, public good, whether the deliverables are realistic. Those stay blank until a DRep ticks them.

Criteria can also be marked Not applicablewhen they don't fit the proposal — for example, "open source" doesn't apply to a DAO governance proposal with no software output. Those are excluded from the score entirely, neither helping nor hurting.

Green requires 80% coverage. If less than 80% of the applicable criteria (by points) have been answered, the verdict stays at Amber — "pending review" — even when every answered criterion passes.
