Project Janus: A Roadmap to Decentralized Bridge Authorization and Generalized Cross-Chain Messaging
ChainPort (by DcentraLab)

ChainPort has operated on Cardano mainnet since November 2022 as a primary liquidity gateway, but decentralized minting and release authorization is not live today, and the network still lacks generalized cross-chain messaging. Project Janus funds the architecture to change that. The Current State: ChainPort uses Federated MPC where trusted nodes authorize asset releases. While Fireblocks security enclaves resist external hacking, the model is permissioned: a small federation controls authorization. For Cardano to host mission-critical DeFi and RWA applications, this trust assumption must be removed. Pillar 1: Decentralized Verifier Network (DVN) with Mithril. The DVN replaces federated signing with a stake-based quorum of Cardano SPOs using BFT consensus (>2/3 supermajority). Mithril certificates anchor outbound verification directly to Ouroboros consensus itself, making the Cardano-to-EVM direction trustless. Pillar 2: Cross-Chain Token (CCT) Standard. An open Plutus policy on CIP-113/143 supporting Burn-and-Mint and controlled Lock-and-Release. A single canonical policy eliminates wrapped-token fragmentation and honeypot risk. Pillar 3: Generalized Cross-Chain Messaging (GMP). A Mailbox-pattern layer enabling Cardano contracts to call functions on EVM chains, unlocking cross-chain governance, RWA synchronization, and one-click DeFi. Security: Five defensive layers protect the bridge: Mithril consensus (outbound), DVN BFT (inbound), rate limiting with circuit breakers, funds segregation (98% cold storage), and independent monitors. Compromising one layer does not compromise the others. The Outcome: Project Janus decentralizes ChainPort's existing Cardano infrastructure. The DVN and CCT standard are published as open Cardano CIPs; governance transfers to a DAO treasury. This fulfills IntersectMBO's 2026 Critical Integrations mandate and positions Cardano as a secure, interoperable hub for RWA and DeFi.
Scorecard
How this score works
Each criterion is worth between 1 and 4 points. The score is the points earned out of the points on criteria that have been answered — shown as a percentage. Green is 75% or higher, Amber is 50–74%, and Red is below 50%.
Some criteria are checked automatically against the proposal data (open source, doxxed team, treasury return clauses, etc.). Others are human-judgment calls — value for money, public good, whether the deliverables are realistic. Those stay blank until a DRep ticks them.
Criteria can also be marked Not applicablewhen they don't fit the proposal — for example, "open source" doesn't apply to a DAO governance proposal with no software output. Those are excluded from the score entirely, neither helping nor hurting.
Green requires 80% coverage. If less than 80% of the applicable criteria (by points) have been answered, the verdict stays at Amber — "pending review" — even when every answered criterion passes. This proposal's coverage is currently 68% (13 of 19 applicable criteria answered). The auto-calculated band would have been Green, but coverage is below the threshold so the verdict is shown as Amber to flag that judgment criteria are still pending.

The proposal's framing ('we are decentralizing what already works') significantly de-risks the demand question. Caveats: (1) the specific WP2/WP3 deliverables (DVN consensus, Mithril integration, GMP) are net-new — the demand for those specific features beyond decentralisation marketing is less directly evidenced; (2) the GMP messaging layer is novel and depends on Cardano-side dApp adoption that is not pre-committed; (3) CCT-standard adoption depends on token issuers migrating from existing wrapped-token patterns, which is also not pre-committed."

"ai_review_notes": "Largest non-RWA ask in either batch (30.57M ADA over 24 months). Strengths: (1) by far the strongest demand evidence among any infrastructure proposal in either batch — production bridge with 3.5 years of mainnet usage and multiple named Cardano integrators; (2) substantial audit budget (Trail of Bits 2M ADA, Runtime Verification 2M ADA, CertiK 400k ADA, red team 1M ADA, bug bounty 400k ADA — over 5.8M ADA on security across WP3, a serious posture for bridge work where security failures are catastrophic); (3) milestone-based tranche disbursement with phase completion reports to Intersect; (4) substantive scope with clear technical decomposition into 3 pillars (DVN, CCT, GMP); (5) decentralization commitment includes admin key transfer to governance multi-sig. Weaknesses: (1) no individual team members named — entity-level identity only; (2) the 'pending security and maturity checks at ChainPort's discretion' language on admin key transfer leaves the decentralization commitment open-ended; (3) the 7.38M ADA WP4 includes a 700k ADA Ecosystem Grants Program and 500k ADA DAO Treasury Endowment that effectively re-grant a portion of treasury funds — DReps may want to weigh whether these flow-through allocations belong in this proposal or as separate asks; (4) no off-the-top labour rate disclosure (Core protocol engineering team across WP2/WP3/WP4 sums to ~8.6M ADA — DReps cannot evaluate cost-per-FTE without team-size disclosure); (5) the 1.6M ADA WP2 'Operations' and 800k ADA WP3 'Operations and launch coordination' and 1.2M ADA WP4 'Operations' lines are large and undecomposed. The substantive case for funding cross-chain decentralization on Cardano with a production-tested incumbent is strong; the proposal's auditability is moderate but not exceptional given the size."
