Cardano needs to match Solana’s success incubating homegrown successes like Jupiter, Jito, Kamino, Pyth, Radium, etc. These projects drive immense network value: economic fundamentals and secondary benefits like onboarding builders and users. L1s usually support ecosystem marketing through grants programs - but those fail at a high rate. Ecosystem projects have lean teams. Grants programs provide funding, but leave projects unprepared to execute. Getting it right is difficult; especially on the first attempt. Helping marquee projects is only part of the solution. Unlike L1 peers, Cardano lacks effective systems to support its incubation pipeline. Current processes are too slow, cumbersome, & uncertain. The Solution: This two-part program will: 1. Enable 3-5 Cardano marquee Ecosystem Projects to achieve leadership positions and Tier-1 listings. This will drive the network’s economic growth and reset Cardano’s ‘ghost-chain’ narrative. 2. Support 100+ grassroots projects / contributors and enable Cardano to sustain a robust incubation pipeline. This program will both address longstanding grassroots demand and advance Cardano’s global strategy.

How this score works
Each criterion is worth between 1 and 4 points. The score is the points earned out of the points on criteria that have been answered — shown as a percentage. Green is 75% or higher, Amber is 50–74%, and Red is below 50%.
Some criteria are checked automatically against the proposal data (open source, doxxed team, treasury return clauses, etc.). Others are human-judgment calls — value for money, public good, whether the deliverables are realistic. Those stay blank until a DRep ticks them.
Criteria can also be marked Not applicablewhen they don't fit the proposal — for example, "open source" doesn't apply to a DAO governance proposal with no software output. Those are excluded from the score entirely, neither helping nor hurting.
Green requires 80% coverage. If less than 80% of the applicable criteria (by points) have been answered, the verdict stays at Amber — "pending review" — even when every answered criterion passes. This proposal's coverage is currently 68% (13 of 19 applicable criteria answered).
